How effective can communication be if you have 25 "direct reports?"

Remember that in a "flat" structure, the type of information being communicated is different from what hierarchical structures process.  It's strategic and complex; "flat" organizations don't deal with price lists and production targets.

Could a "flat" structure with a 25-person span-of-control be effective (and efficient)?  How would you manage that?
